how do i remove the administrator requirement for manipulating files on non-system hard drives in windows 7?

I recently upgraded from xp 32bit to win7 ultimate 64bit. i formatted the OS drive and installed on that, but i left my other drives alone. Now when i get into windows 7, every time i try to add, move or delete a file on one of these secondary drives/partitions, it prompts me with a dialog that say…
