How can I start hostednetwork on Windows 7?

Problem

When I type in admin console command to start hostednetwork it gives me this: The hosted network couldn't be started. The group or resource is not in the correct state to perform the requested operation. There is a hotfix from Microsoft but it didn't help me. Any advice?
