In Windows XP, I used to use sndrec32.exe (Sound Recorder accessory) to open a wav file and the get properties on the file. This would display the length, data size, and audio format (e.g. GSM 6.10 8.000 kHz, Mono). There was also the option to convert the file to another format. I can't find this …
